A Navy promotion board has promoted Lt Jack Daly to Lieutenant Commander. He had previously been passed over, but the new board ruled that he had been the victim of a unfair reprisal. Daly was the officer who suffered serious eye damage when (riding in a Canadian helicopter on an inspection mission) he was hit by a laser fired from a Russian cargo ship. He spoke out vociferously, claiming that the Navy had ignored the incident rather than upset relations with the Russians. --Stephen V Cole
