In the past, US Army colonels and lieutenant colonels who turn down an offered command cannot be considered for another one; their careers are effectively over. In order to keep experienced officers in uniform, the Army now allows those who turn down a command to be reconsidered the next year if they meet a few requirements. This would allow officers to complete various special assignments or education and still compete for command slots in future.--Stephen V Cole
