The Portuguese Navy ran out of money in February and Admiral Vieira Matias, its commander, threatened to bring all of the ships at sea back to port if
more money was not provided. While he wanted another $40 million to cover
maintenance deficits, modernization, and other shortfalls, he got only $8.8
million to provide enough fuel to maintain fleet operations.--Stephen V Cole
