NATO announced in Dec 98 that it would work to achieve 58 goals that would create a more flexible and maneuverable force. A year later, only half of the 58 goals have been met and no funding (from outside the US) is in sight to achieve the rest. While the precise list is classified, it is known to include precision-guided weapons, aerial tankers, strategic airlift, aerial radar planes, standardized communications, and tactical jammers. --Stephen V Cole
