Romania plans to reduce its military by 24,000 soldiers and 4,000 civilian employees before the end of this year. While some of this loss will be covered by normal attrition and taking in fewer recruits, most of it will be achieved by simply discharging personnel before their enlistments expire.--Stephen V Cole
