Georgia (the one in the Caucasus) has decided to start recruiting military volunteers rather than exclusively relying on conscripts. The plan is to take in a class of volunteers every three months; these will be trained separately from conscripts and given classes in leadership so they can be encouraged to re-enlist when their tours expire. This could be the first step toward building a professional corps of sergeants.--Stephen V Cole
