More secessionist games from Montenegro. As of December 24 the Montenegrin government is now offering to pay Yugoslav soldiers stationed in Montenegro. And they'll pay the troops in hard currency, rather than rotten Yugoslav dinars. Montenegro now ties its currency directly to the German mark. On December 25 the Serbian government reacted, saying that Serbia would not pay soldiers in marks and Montenegro shouldn't either. The Yugoslav 2nd Army is stationed in Montenegro.


Moving toward an all-volunteer military, the Turkish Armed Forces have moved to end the use of officers who were drafted into the military and instead rely on recruiting volunteers for officer training from among the nation's university students. --Stephen V Cole
