The recent Montenegrin municipal elections (June 11) suggest that the republic's population of 650,000 may have divided loyalties. President Milo Djukanovic's reformers (the "To Live Better" coalition) won in the capital of Podgorica but lost in a close-fought election in the town of Herceg Novi. The "Yugoslavia bloc" group, led by Yugoslav Prime Minister Momir Bulatovic, won in Herceg Novi. Bulatovic is an ally of Serb dictator Slobodan Milosevic. The "Yugoslavia bloc" is composed of Montenegro's Socialist People's Party, the Belgrade-based Yugoslav United Left, and the far right Serbian Radical Party. Though Podgorica and Herceg Novi are only two cities, they have nearly 35% of the Montenegrin electorate. The "To Live Better" coalition won 28 of the 54 seats in Podgorica. The Liberal Alliance, a political group which favors immediate Montenegrin separation from Yugoslavia, won four seats in Podgorica.
