A Chinese company installing an underground fiber optic communications network in Iraq was cited as one of the reasons for the recent air attack on Iraqi air defense targets. Chinese firms have had several UN approved contracts to rebuild Iraqi infrastructure. Work so far has been on electrical generation and distribution systems. These also aid military operations, but the underground fiber optic network would have a crucial effect on increasing the effectiveness of the Iraqi air defense system.
