Despite French pleas, the European Union has decided not to lift its arms embargo against China. The embargo in response to China's 1989 crackdown on pro-democracy demonstrators in Tiananmen Square. The United States imposed an embargo as well. Since then, China has had to depend on Russia and Israel for military technology.
