Colombia: April 13, 2003

The government has offered to release some FARC prisoners, in exchange for the release of civilians held by the rebels. But there's one catch. The rebels would have to go to Europe and never return to Colombia. If the released rebels were allowed free in Colombia they might return to fighting and this would dishearten the police and soldiers that captured them in the first place. FARC has not responded yet.

The government has also accused the Venezuelan air force of aiding leftist FARC in attacking rightist militias in Colombia. Venezuela had publicly promised to  stop FARC from operating camps in Venezuela.
