India is making progress with some of the largest of the 30 rebel (mostly tribal) groups in the northeast. In the last half century, these rebellions have left over 50,000 dead. While never major, the rebel operations were kept going by tribal and political grievances that the Indian government is finally getting down to dealing with to bring peace.
