With the U.S. providing the cash, Pakistani government negotiators have persuaded several key tribal leaders to switch allegiance from al Qaeda to the Pakistani government. American CIA and Special Forces negotiators have used this approach very successfully in Afghanistan, but was not allowed to negotiate directly in Pakistan (where relations with the tribes were more complex, because they go back many decades).
