India has offered to pull over 10,000 troops and paramilitary police out of Kashmir, if the local separatist groups can reduce the level of terrorist violence. This would include Pakistan cracking down on the terrorist training camps just across the border. Many of the Kashmiri separatist groups are tired of 16 years of violence, and want peace. 

Meanwhile, in the Indian city of Amritsar, a week of violence between Hindu religious groups left over fifty homes burned, twenty people arrested and dozens injured.
