The US and South Korea are negotiating a change in the Status of Forces Agreement, which governs how US troops are treated in South Korea. The negotiations have bogged down over several issues, including which crimes by US service members would be tried in South Korean courts, and whether soldiers suspected of crimes would be handed over moments before the trial or as soon as charges are recorded.--Stephen V Cole
