 The north has agreed to another round of six way talks in December. There is fear that more North Koreans are realizing how bad off they are compared to South Korea and China and that this could trigger an uprising among army conscripts or civilians. Discipline has been declining in the military, security services and government, and this has allowed more North Koreans to get news of the outside world. This has led to more unrest and dissatisfaction, at least according to reports from the growing number of desperate North Korean refugees making it across the border into China.
