 Over 10,000 Kurds have moved to the northern Iraqi city of Kirkuk, to establish residence before the January elections. These Kurds had been expelled by Saddam Hussein over the last two decades, so that Arabs could be moved in and Kurdish influence in the oil rich area reduced. The Kurds are willing to fight to reverse this policy.
