Several dozen of the government soldiers, who were supposed to surrender their weapons, instead began looting in the capital. The men were upset when they discovered that they would not be given all of the  cash payment immediately when they surrendered their weapon. Instead, they get two $75 payments and one $150 payment when they have completed retraining and settled down.
