A Maoist land mine went off under a passenger bus in southwestern Nepal, killing two dozen passengers, and wounding many more. The Maoists generally try to avoid indiscriminate attacks on civilians. The Maoists prefer to use terror against individuals, as a way to weaken support for the government, or encourage support for Maoist operations. Large scale murders of civilians serves neither of these purposes.
