Ijaw tribal gang leader Mujahid Dokubo-Asari got the government to agree to a "truce". This means that the armed forces and police would stop their attacks on strongholds of the oil stealing gang led by Dokubo-Asari. The government feared that Dokubo-Asari was turning his oil gang into a popular rebel movement, mobilizing unhappy Ijaws to attack oil production facilities throughout the delta region.
