Russia and the United States, the two major producers of portable anti-aircraft missiles, have negotiated an agreement to cooperate in limiting the illegal sale of these missiles. There are tens of thousands of Russian missiles in circulation, and the deal will open Russian production and shipping documents to American intelligence. The U.S. has captured many of these Russian missiles in the war on terror, and with the help of Russian data, more can be discovered about who sold the missiles to terrorists. Russia is under attack by Islamic radicals, and feels just as vulnerable to attacks by portable anti-aircraft missiles.
