On October 8, the FDD and the Burundi government signed a peace agreement aimed at ending the civil war.  The agreement attempts to implement the ceasefire deal reached in December 2002. However, on October 9, the Burundian government accused the FDD of killing four civilians and four Burundian Army soldiers in a cattle raid and ambush operation in Mbuye (northeast of the capital). The FDD denied the accusation, but in a press release said that the FNL (National Liberation Forces), the other major Hutu rebel group, might have been responsible. The FNL did not sign the new peace agreement.
