The last Hutu rebel group in Burundi, the FNL, continues to resist negotiations. Actually, most of the FNL operations are banditry, as the rebels steal to support themselves. The government is threatening the FNL leadership with being labeled a terrorist  organization, but this may not work. The FNL leadership itself is split and may be more interested in fighting for power within the FNL, rather than making peace with the rest of the country.
