Labor unrest grows as the government continues to privatize money losing state companies. The new owners tend to fire many of the employees, who find themselves with few employment prospects and no pensions. The government cannot afford to continue subsidizing the money losing firms without risking a collapse of China's banking system (which is already shaky after decades of  bad loans to these failed operations.)
