While US special forces help the Philippines run Islamic radicals to ground, Indonesia is seen as lax in dealing with its own militants. There is fear that international terrorists will note the situation and move operations to Indonesia. As a result, there is a lot of diplomatic pressure on Indonesia to move against their local Islamic radicals. The government resists this, not wanting to add to the already high levels of ethnic, religious and political violence in the country.
