South Korea has lost patience with the north. Siding with the United States, the south will no longer agree to more concessions just to get the North Koreans to talk about resuming peace negotiations. The constant North Korean demands for more economic and food support, and refusal to offer anything in return, has exhausted South Korean patience. The U.S. has also said that it will not offer more bribes to get North Korea to return to negotiations.
