Southern Ugandan politicians claims that both Rwanda and Uganda are massing troops on their common border. Military sources in both countries deny these allegations, although tensions have risen since Uganda accused a "third country" of supporting UPC rebels during the recent battle for Bunia. Uganda has stopped short of naming Rwanda as the guilty party but on March 9, a general was dispatched to Bunia to command the Ugandan forces in the event of any attack. The UPC has vowed to retake the city. - Adam Geibel
